  • Overview

    Conduct an initial capability assessment of the Albanian MOD and AAF capabilities in the realm of HR and Manning Evaluation and inform training requirements and advisory schedule deliverables.


    • Assess the following aspects:
      • Organizational structure
      • Military Force Structure
      • Determine Capability Gaps
      • Information sharing protocols and procedures
    • Maintain information management systems, procedures, and content of:
      • Technology capabilities
      • Networking capabilities
      • SOPs, doctrine, and policies that define human resource management
    • Provide management planning and operational capabilities, and procedures for the following:
      • Short term and long term planning
      • SOPs, doctrine, and policies that define daily operational requirements, roles, responsibilities, and staff structure to support these requirements
      • Procurement forecasting
      • Training management policies, plans, and practices
      • Existing infrastructure and equipment including SOPs, doctrine protocol, and technical capabilities
    • Provide documentation individual and unit training and MOD civilian and military training for those involved with Human Resources Management functions
    • Oversee and inspect training programs
    • Human Resource management command personnel training pipelines, SOPs, doctrine, policies that direct career progression and professional development
    • Provide Human Resources plans, programs of instruction, and training schedules for force management
    • Analyze existing processes and define existing and desired outcomes
    • Partner National ability to plan for long term solutions to gaps and deficiencies
    • Develop a capability assessment report that shall include both short, mid- and long-term objectives and key performance indicators, to include a roadmap for initial reform as well as initial projections for a defense reform roadmap, to measure effectiveness
    • Identify training requirements that can be recommended to the Albanian MOD and AAF, Office of Defense Cooperation (ODC), and EUCOM
    • Conduct a quarterly gap analysis that measures actual performance against key performance indicators developed during the initial capability assessment, examine all aspects listed above and present key findings to the Albanian military and make recommendations for sustainable improvement for each aspect, and identify and refine training requirements
    • Make adjustments to short, mid and long-term objectives, and key performance indicators developed during the initial capability assessment to address instances where the actual outcome fails to meet desired outcome
    • Develop a work plan forecasting daily activities that address identified gaps from quarterly gap analysis including a breakdown of timelines, milestones, and training schedules and update the work plan quarterly while regularly interacting with MOD and AAF, ODC, and EUCOM for further development and refinement
    • Identify, advise, coordinate, and conduct training for Human Resources Personnel in conjunction with Albanian MOD and AAF, the ODC, and EUCOM
    • Identify and coordinate training requirements developed in the Work Plan that address critical capability gaps and enhance the effectiveness and efficiency of the available military human resource management resource capabilities
    • Advise on the training requirements
    • Be responsible for mentoring and assisting the military staff as they plan, design, and conduct training
    • Ensure coordination/de-confliction/integration with U.S. EUCOM’s engagement plan and other programs
    • Coordinate with ODC to ensure de-confliction of training events and be responsible for building a training plan and de-conflicting with other EUCOM engagements
    • Conduct training on an ad hoc basis or support already scheduled training which may include equipment procurement and developing a program of instruction and curriculum for the Albanian MOD
    • Provide training and training support services to familiarize personnel with human resource management which may include planning, designing, and conducting special staff training, designed to provide for the professional development of the human resources special staff, in accordance with Department of Defense sponsored training references for a course integrated into the work plan as a training event provided on a weekly basis
    • Provide Advisory Services to the Albanian MOD and the AAF, specifically the Albanian Defense Reform working group
    • Attend Albanian military staff meetings and planning sessions, as well as ODC contractor meeting
    • Provide expert technical guidance to develop professional, effective, and accountable military human resource management capabilities and standard operating procedures
    • Advise the Albanian military on scheduled inspections, management, and acquisition
    • Provide technical assistance to adapt the Albanian MOD and AAF SOPs to reflect Human Resource plans that restructure the branches of the Albanian military
    • Interface with other international advisors to stay current on needs, and de-conflict assistance
    • Conduct follow-up interviews with training participants and mentored staff to determine impact of training and assistance
    • Monitor and evaluate data collection for all indicators, as provided by Department of State M&E team following award of the contract


    • Education:
      • Bachelor’s degree in related field preferred
    • Required Knowledge/Experience:
      • Ten (10) years’ hands-on U.S. military human resource management, or civilian human resource management, experience at the S-1, G-1/8, or J-1/8 battalion level, or higher
      • Two (2) years’ experience in a joint military environment
      • Two (2) years’ experience advising foreign military or government
      • Two (2) years’ experience providing training in an overseas environment
      • Capacity to manage and respond to ongoing and imminent operational requirements
      • Prior demonstrated professional experience writing business documents, such as reports, SITREPs, briefings, AARs, memoranda, letters, electronic mail, and training material for both military personnel and civilians
      • Prior demonstrated Professional experience presenting briefings, SITREPs, training, and AARs
      • Highly-rated teamwork and collaboration skills, as demonstrated by awards, or above average performance reviews
      • Two (2) years’ experience working or living in a NATO country or major non-NATO ally
      • U.S. Passport is required
