  • Overview

    Personnel submitted as Project Manager(s) should hold a four (4) year college degree, have at least ten (10) years of overall IT experience and be able to demonstrate six (6) years’ experience as a project lead or manager of application development projects. Will manage development teams supporting a wide range of applications for the Department of State and will provide mentoring to junior developers in database and application design.


    • Coordinate and manage priorities on multiple concurrent software projects
    • Create and maintain technical project schedules
    • Lead and manage SharePoint development team
    • Lead and manage .NET cloud development team
    • Interface with domestic and overseas customers
    • Collect and translate business requirements into technical requirements
    • Provide senior level Cloud design support and direction
    • Assist RSC in managing Application Development Group (ADG) for EUR and IO Embassies and Consulates
    • Travel to EUR and IO missions to meet and/or train Locally Engaged Staff (LES), management staff, and IT staff
    • Assist with planning and preparation for all IT related matters, as needed


    • Required Knowledge/Experience:
      • Knowledge and experience executing all phases of Software Development Life Cycle (SDLC)
      • 6+ years of demonstrated experience with ASP.Net MVC, HTML, Visual Basic, Visual Studio, Visual Safe Source, SQL, SQL Plus, workflow automation, SharePoint development, SharePoint InfoPath, and management reporting
      • Project Management Professional Certification or equivalent experience
      • ITIL Certification or equivalent experience
      • Excellent written and oral communications
      • Excellent presentation skills
      • Expertise managing complex projects

    Other Responsibilities

    • Perform other tasks consistent with the goals and objectives of the department/contract
    • Perform other duties as assigned by Director of Services
